How is the humanitarian system performing at a time of rising needs, conflict, climate shocks and deep funding cuts?

For almost 20 years, ALNAP’s State of the Humanitarian System (SOHS) has provided the humanitarian sector’s most comprehensive independent assessment of how international humanitarian action is performing.

In this edition, the Migration Consortium is also involved in the preparation of the report; together with Open Space Works Ukraine, it brings a regional perspective, describing the humanitarian situation in Poland and Ukraine and sharing experiences of responding to the needs of those affected by the war.

Out today, the SOHS 2026 examines a period marked by rising humanitarian needs, conflict, climate shocks, displacement and shrinking resources. It explores what is working, what is not, and what today’s pressures mean for the future of humanitarian action.

The report examines five critical questions:

💰 How has the humanitarian system prioritised under growing pressure?

📊 What works, and at what cost?

🛡️ How are protection and humanitarian principles being challenged?

🤝 Is the system sharing power and improving accountability?

🔄 How is the system learning and adapting to changing crises?
